Propeller 6hp Evinrude 1974

When running the 6Hp Evinrude at the mrk "FAST" on the throttle lever everything works fine. If you increase the throttle until its extreme, the motor will race. If you slow it back down to FAST it stays in gear and runs normally. I have removed the prop. With the shear pin in the slot, I can turn the prop bearing and what appears to be a rubber hub, with a pair of pliers. Would this indicate that the hub is worn and needs replacing. Note. Gears change perfectly.
