Transom Drain Plugs

Question on a Precision DS 1:
There are 2 transom drain plugs.
1 drains the cockpit.
1 drains space between the sandwiched hulls.
Is there any reason for the cockpit drain to connect to the other drain hole?
I working on repairs and am thinking about sealing off the cockpit drain plug so that water in the cockpit never enters the space between the hulls.
Does that make any sense?
