Blistering in the Gelcoat

I own a 1967 DS1, and the gelcoat has begun to blister and form bubbles in the gelcoat for the past couple of seasons. I am wondering if anyone has come across this same problem and what they have done. I realize that the gelcoat is old and is letting water into it, thus creating the blisters. Maybe re-gelcoating the entire hull......
