I want to replace the block on the mast for the jib halyard

But the eye to which it's attached is riveted to the mast, not screwed in. I don't want to mess with rivets. So I would have to cut the old block free of the eye and the new block would need a shackle that comes apart to go through the eye. Would I run into problems if the block swivels? I can't find a fixed block on a shackle.

Rivets are not all that bad, easy to replace with a good tool.

However, don't worry about a swivel. It's fine for that application. It will just rotate to where it needs to and done.

Here's one w/o a swivel. 1" diameter is a bit on the small end, but perhaps OK for a halyard. Up to 5/16" which is overkill - you can go down to ~1/8 with modern rope for halyards.

(Not sure about orientation it would end up in; might be one where pull isn't in-line with the sheave - however, you could use a shackle with a 90 degree twist).
