Mounting ladder on DSIII transom

Ive purchased a DOTLINE UFM-2A , 2 step folding swim ladder to mount on the transom of my DSIII.

Of course it does'nt come with screws/bolts to mount the ladder on the transoms (that would be too easy). And the mfg Mengo Industries are not allowed to recommend what to use to mount it due to safety issues.

There are 4 mounting brackets, each with 2 holes for mounting. The holes are approx 3/16".

So my question is, how do I mount this. Can I use screws and if so what size /type is recommended? Im assuming self-tapping stanless steel. Due to the location where this will be mounted I dont see any way I can do a through-bolt install. Does the interior of the transom of the DSIII contain plywood, that will hold screws?
