RSS is sort of a standardized method for determining when new content has been posted to a website. It's popular with blogs and would work for a forum too.

I've been testing it for a while now and it works well with Bloglines.

Just a warning, when the spammers sneak a post in, the RSS Feeds are the first to know. I clean up the spam as fast as I can.
