O'Day Widgeon sailboat ballast question

Our 1970's Widgeon takes on water in the under seat compartments on into the bow area. I don't think this is normal, but am not sure and am wondering if this is for ballast, as a ballast tank. There is a plug/hole in the stern to drain the water for storage, if water ballast is the purpose. If this is not for water ballast, then I have a leak which appears to be very difficult to spot. We can sail the boat, but it appears sluggish to me--- I think perhaps because of all the weight of the water. Would appreciate any help in explaining this.

It looks like the Widgeon has a CB set up that works like a DS1's so it might be the centerboard handle's rubber washer is leaking. I don't know much about DS1's so that is just a shot in the dark.
