New Jersey Sailing

Looking for some local knowledge for the Jersey shore area. I got the bug last year and got back into sailing after about ten years of being boatless. I bought a beat up DS3 have it back in sailing condition. The cosmetics will wait a while longer. I plan to sail in the LBI area mostly. Could use some suggestions about where to launch and where to find the deeper water. I launched from Surf City last year but I would like to try north or south of there to be closer to open water. How is the sailing south of the causeway?

Also, are sailboats with auxiliary power subject to the safe boating certificate requirement?
