Mysterious part from used boat

This item was in the cooler on my DS. Can you think what it may be used for? Before it was modified with the unique cuts it may have been a mud flap. About 9”x12”.

Could it possibly fit over your gudgeons? Don't know why you would want something to fit over the gudgeons, but the shapes and locations of the cut-outs seem to match.

Great guesses.

I sold the 60s 10hp Mercury that came with the boat so cannot test that. Now have a 55amp 12v minkota stern trolling motor.

The cutouts are close to the tiller gudgeons, great thought, but not spot on, or I cannot imagine how they might fit together!

Pad from a motor mount. I'd guess the hole is to allow access to the weep/drain hole in cooler/motormount box.
